Evergreen Sustainable Development Standard (ESDS)

In 2009, the LIHTC Program adopted the Washington State Department of Commerce Evergreen Sustainable Development Standard (ESDS). All applicants to the LIHTC Program, regardless of their funding sources, will be held to the Evergreen standard and to all related policies and procedures. Detailed information regarding the ESDS, related documents, and Green Building links can be found on the ESDS page on the Department of Commerce website. The current version of ESDS is version 4.0 (PDF).

All projects applying for Low Income Housing Tax Credits that do NOT contain Housing Trust Funds through the Department of Commerce must submit the following along with their Application:

Evergreen Owner Certification - ALL PROJECTS (PDF)

Project Priority Survey (DOCX)

Evergreen Sustainable Development Standard Checklist v4.0 (Excel)

In order to certify compliance with the Evergreen Sustainable Development Standard, all projects receiving an allocation of Low Income Housing Tax Credits that do NOT contain Housing Trust Funds through the Department of Commerce must submit the following documents along with their placed-in-service documentation:

Sustainable Development Outline V1.0 (DOCX)

ESDS v3.0 Final Report (Excel)Projects with LIHTC applications prior to May 1, 2021
