Jason Richter is the Deputy Treasurer of Debt Management of the State of Washington. In this role, he is responsible for overseeing the issuance of all State debt and managing the State’s general obligation bond and leasehold financing portfolios. Jason’s other duties include managing the State’s rating agency relationships, disclosure obligations, and investor relations, as well as serving as the State Treasurer’s representative on various debt-related boards and financing authorities. Prior to joining the State Treasurer’s office, he spent seven years as a public finance investment banker and twelve years as a municipal financial advisor in Los Angeles, California. As an investment banker and financial advisor, he helped structure and issue several billion dollars’ worth of financings for state and local government issuers in Arizona, California, Illinois, and Minnesota. Jason graduated from the University of Minnesota’s Carlson School of Management with a Bachelor of Science in Business, Finance. As an investment banker he held FINRA Series 52 and Series 63 licenses.
