The Washington State Housing Finance Commission has eleven board members. Nine volunteer members are appointed by the Governor, the Chair who serves at the pleasure of the Governor and eight others who server overlapping, four-year terms that represent various geographic, business, and public interests. Bill Rumpf is retired from a long career in housing and community development. For the past ten years, Bill served as President of Mercy Housing Northwest. He oversaw development, resident services, fundraising and operations for Mercy’s affordable housing work in the region. Sarah Clifthorne
Sarah is the Interim Director for the Department of Commerce. She previously served as Deputy Director, overseeing a broad portfolio spanning housing, energy, economic development, local government, community services, and government relations. Sarah works closely with Commerce’s executive leadership team to align agency operations and strengthening collaborations to ensure effective delivery of programs and services across Washington.

Michone Preston - Commissioner, Public Member

Dr. Preston serves as the CEO of Habitat for Humanity of Washington State, a collaboration of 25 Habitat affiliates in the state of Washington. She holds a BA from Gonzaga University; an MA and an EdD from St. Mary’s University of Minnesota. Albert Tripp lives in Spokane County and has served as City Manager for the City of Airway Heights since 2008. In his position he acts as chief executive and administrative officer, bringing together the leadership and vision of the city council with a focus on results. He previously served on the Spokane Regional Homeless Governance Council, and he is a former board member of the Washington City/County Management Association.
